Four members of the Colorado General Assembly – Representative Kerry Kipper (D-28), Representative Chris Kennedy (D-23), Senator Rhonda Fields (D-29), and Senator Kevin Priola (R-25) – have sponsored a bill that would allow for Colorado local governments to impose more stringent laws on tobacco products including premium cigars than those mandated by the state.
House Bill 1033 is an anti-small business and anti-consumer piece of legislation that would negatively affect premium cigar retailers and consumers, by opening the doors to local jurisdictions to impose tougher restrictions and higher taxes on premium cigars. Colorado’s statewide approach for guarding against underage access to tobacco products is working as intended, which makes HB 1033 a solution in search of a problem.
